Description:
This dataset has been produced as a part of the Better Outcomes through Linked Data (BOLD) programme. Each record in the dataset gives information about a single person and their individual housing support and offending (custodial and/or probation) journey. Information relating to housing support claim has been extracted MHCLG Homelessness Case Level Information Collection (HCLIC) dataset include reasons for homelessness, age, gender, ethnicity, household type, and support needs; as well as their outcomes at each stage and how households progress through the homelessness system, including type of accommodation secured. Information on offender characteristics is extracted from three HMPPS operational databases; Prison National Offender Management System (p-NOMIS), the National Delius System (NDelius) and the Offender Assessment System (OASys). Details from these datasets include details on the main offence, sentence and release including for example age, gender, ethnicity, offence category, and key dates, providing information on movements through the system and their release and recall (if applicable). As part of BOLD, records have been deidentified and deduplicated, using MoJs probabilistic record linkage package, Splink, so that a unique identifier is assigned to all records believed to relate to the same person, allowing for longitudinal analysis and investigation of appearances in different datasets. This aims to improve on data links across government. This opens up the potential to better understand any associations between housing support and offending ‘journeys’ so that action can be taken to reduce the risk of poor housing outcomes and of reoffending.
