Census data relating to children with a care and support plan.

Following the commencement of the Social Services and Well-being (Wales) Act in April 2016, the children in need census (CINW) was discontinued and replaced by the children receiving care and support census (CRCS).

This field records whether or not a child has been an asylum-seeking child at any time during the data collection period, either an an unaccompanied minor (UASC) or as a member of a family that was recognised as having asylum-seeking status. An asylum seeker is someone who has lodged an application for protection on the basis of the Refugee Convention or Article 3 of the European Convention on Human Rights and who is awaiting a decision on that application at any point during the period 1 January to 31 March within the year of the return. 0 = the child had not been an Asylum-Seeking Child; 1 = the child had been an unaccompanied asylum-seeking child; 2 = the child has been a member of an asylum-seeking family

ASYLUM_SEEKER_CODE

Census data relating to children with a care and support plan. For linkage between views, use CHILD_CODE_E and LOCAL_AUTHORITY_CODE, as the child identifier is only unique within a local authority.

MAIN_CRCS

AVAIL_FROM_DT

A code indicating the main reason why a child started to receive care and support services. Only one reason can be recorded - in the event of a child having multiple needs the primary category of need is recorded.

CATEGORY_OF_NEED_CODE

This is a local authority child identifier which is unique to each child. Unique ID for each child which is retained from year to year. Local authority children identifiers do not continue with the child if the responsibility for their care is transferred to another local authority. It is the same ID used for other purposes e.g. LACW census; links to SYSTEM_ID_E. A new number is allocated for an adopted child.

CHILD_CODE_PE

Child health surveillance checks are for children aged 5 or younger. This is a true/false field indicating whether the child&#039;s health promotion checks were up-to-date on 31 March 20XX. 1 = True (up-to-date), 0 = False (not up-to-date), 80 = the information is not applicable to the child&#039;s age group on 31st March 20XX; 88 = the information was not available on 31 March 20XX.

CHILD_HEALTH_SURVEILLANCE_CHECKS

This is a true/false field indicating whether the child was on the Child Protection Register on 31 March 20XX. 1 = True; 0 = False.

CHILD_PROTECTION_REGISTER

The date the child was added to the Child Protection Register. This field is left blank for those not on the Child Protection Register at 31 March 20XX. If a child has been registered more than once, the most recent data they were added should be used.

CPR_DATE

This is a true/false field indicating that the primary presenting concern at the time of the child being entered onto the Child Protection Register was that of emotional/psychological abuse. Note that emotional/psychological abuse is considered always to occur if one of the other types of abuse occurs. Therefore it is only recorded here if it is occurs in isolation without other types of abuse. If 1 is entered for emotional/psychological (only)&acirc;&euro;, no other entries should be made in this section. 1 = True; 0 = False; NULL = child not on Child Protection Register.

CPR_EMOTIONAL_ABUSE

A true/false field indicating that the primary presenting concern at the time of the child being entered onto the Child Protection Register was that of financial abuse. 1 = True; 0 = False; NULL = child not on Child Protection Register.

CPR_FINANCIAL_ABUSE

A true/false field indicating that the primary presenting concern at the time of the child being entered onto the Child Protection Register was that of neglect. 1 = True; 0 = False; NULL = child not on Child Protection Register.

CPR_NEGLECT

A true/false field indicating that the primary presenting concern at the time of the child being entered onto the Child Protection Register was that of physical abuse. 1 = True; 0 = False; NULL = child not on Child Protection Register.

CPR_PHYSICAL_ABUSE

A true/false field indicating that the primary presenting concern at the time of the child being entered onto the Child Protection Register was that of sexual abuse. 1 = True; 0 = False; NULL = child not on Child Protection Register.

CPR_SEXUAL_ABUSE

Data collection date; this is the date when the data was loaded by the Local Authority to Statistics for Wales, this is the 31 May. The data collected covers the financial year (1 April 20XX to 31 March 20XX). For longitudinal anaylsis, YEAR_CODE (census year) should be used.

DATE_OF_DATA_COLLECTION

A true/false field indicating whether the child&#039;s disability affects their continence at 31 March 20XX. 1 = True; 0 = False.

DISABILITY_CONTINENCE

A true/false field indicating whether the child&#039;s disability affects their ability to lift, carry or otherwise move everyday objects at 31 March 20XX. 1 = True; 0 = False.

DISABILITY_LIFT_CARRY_OBJECTS

A true/false field indicating whether the child&#039;s disability affects their manual dexterity at 31 March 20XX. 1 = True; 0 = False.

DISABILITY_MANUAL_DEXTERITY

A true/false field indicating whether the child&#039;s disability affects their memory at 31 March 20XX. 1 = True; 0 = False.

DISABILITY_MEMORY

A true/false field indicating whether the child&#039;s disability affects their mobility at 31 March 20XX. 1 = True; 0 = False.

DISABILITY_MOBILITY

Child disability check. A True/False field indicating whether the child had a disability on 31 March 20XX. For the purposes of this item, the definition of disabled follows that of Section 6 of the Equality Act 2010, which states that: &quot;A person (P) has a disability if (a) P has a physical or mental imparment AND (b) the impairment has a substantial and long-term adverse effect on P&#039;s ability to carry out normal day-to-day activities.&acirc;&euro; 1 = True (the child does not have a disability); 0 = False (the child has a disability). If 1 is entered for &acirc;&euro;&oelig;none&acirc;&euro;, no other entries should be made against any other fields pertaining to disability categories. Children may have multiple disabilities, in which case more than one category can be entered as true. There may be a small number of children who are disabled, but do not have any of the specified disabilities. For these children, &acirc;&euro;&oelig;none&acirc;&euro; should be 0 and each of the specified disability types should also be 0.

DISABILITY_NONE

A true/false field indicating whether the child&#039;s disability affects their perception of the risk of physical danger at 31 March 20XX. 1 = True; 0 = False.

DISABILITY_PERCEPTION_RISK_DANGER

A true/false field indicating whether the child&#039;s disability affects their physical co-ordination at 31 March 20XX. 1 = True; 0 = False.

DISABILITY_PHYSICAL_COORDINATION

A true/false field indicating whether the child&#039;s disability affects their speech, hearing and eye sight at 31 March 20XX. 1 = True; 0 = False.

DISABILITY_SPEECH_HEARING_EYE_SIGHT

Ethnicity is determined by first asking the child about their ethnic identity. If they are not yet old enough to respond, their primary carer is asked.

ETHNIC_ORIGIN_CODE

This is a true/false field indicating whether the child had Autistic Spectrum Disorder on 31 March 20XX. 1 = True; 0 = False; 80 = not applicable to the child&#039;s age group; 88 = information is not available.

HEALTH_AUTISTIC_SPECTRUM_DISORDER

This true/false field assesses whether children aged 5 and over have had their teeth checked by a dentist during the twelve months to 31 March 20XX. All children covered by the CRCS census can be expected to have their teeth checked. Very young children should still have an oral examination even if their teeth have not yet developed. For very young children the examination does not have to be undertaken by a dentist and an examination by a paediatrician or other healthcare professional which included an oral examination may be counted. Children who declined to have their teeth checked will have been recorded as not having received a dental check. 1 = True, 0 = False, 80 = the information was not applicable to the child&#039;s age group on 31st March 20XX; 88 = the information was not available on 31 March 20XX.

HEALTH_DENTAL_CHECK

A True/False field indicating whether the child&#039;s immunisations were up-to-date on 31 March 20XX. For the purposes of the CRCS census &acirc;&euro;&tilde;up to date&acirc;&euro;&trade; means that by 31 March 20XX the child has had all the immunisations that a child of their age should have received according to the current information on Scheduled Childhood Immunisations found on the Public Health Wales website. It is not a requirement of this question that the child received the immunisations strictly at the ages set out in the table, but merely that by 31 March the child&acirc;&euro;&trade;s immunisations had been brought &acirc;&euro;&tilde;up to date&acirc;&euro;&trade;, even if they were given late according to the immunisation timetable. In cases where children have not received their immunisations because of parental refusal, for health reasons, or because the young person refuses, they should be counted as not being up-todate. Assessing whether a person&acirc;&euro;&trade;s immunisations are up-to-date is primarily a clinical decision and we do not expect staff of social services departments who do not necessarily have relevant clinical training or access to the child&acirc;&euro;&trade;s medical records to make this decision on their own. For the purposes of the CRCS census an opinion from a doctor or practice nurse that a young person&acirc;&euro;&trade;s immunisations are up-to-date is sufficient. 1 = True; 0 = False.

HEALTH_IMMUNISATIONS

This is a true/false field for children aged 10 and over on 31 March 20XX which indicates whether the child had a mental health problem on 31 March 20XX. Mental health problems diagnosed by a medical practitioner and children receiving Child and Adolescent Mental HEalth services (CAMHS) or on a waiting list for services are included. Mental health conditions include depression; self harming; and eating disorders. Autistic spectrum disorders and substance misuse problems are excluded and recorded under HEALTH_AUTISTIC_SPECTRUM_DISORDER and HEALTH_SUBSTANCE_MISUSE. 1 = True; 0 = False; 80 = the information is not applicable to the child&#039;s age group as at 31 March 20XX; 88 = the information is not available as at 31 March 20XX.

HEALTH_MENTAL_HEALTH

A true/false field for children aged 10 and over on 31 March 20XX which indicates whether the child had a current substance misuse problem on 31 March 20XX. Substance misuse is considered as: &acirc;&euro;&tilde;intoxication by &acirc;&euro;&ldquo; or regular excessive consumption of and/or dependence on &acirc;&euro;&ldquo; psychoactive substances, leading to social, psychological, physical or legal problems as defined by the National Institute for Clinical Excellence (NICE) guidelines. It includes problematic use of both legal and illegal drugs (including alcohol when used in combination with other substances). The term &acirc;&euro;&tilde;drug&acirc;&euro;&trade; is used to refer to any psychotropic substance, including illegal and legal drugs, volatile substances, and alcohol but not tobacco. 1 = True; 0 = False; 80 = the information is not applicable to the child&#039;s age group as at 31 March 20XX; 88 = the information is not available as at 31 March 20XX.

HEALTH_SUBSTANCE_MISUSE

The Individual Record Number is a derivation of the Unique Pupil Number (UPN - an identifier only for use in an educational context) which is allocated to each child in maintained primary or nusery schools. SAIL-encrypted Individual Record Number; links to the EDUW dataset, field SYSTEM_ID_E

IRN_PE

This records the preferred language; the language the child prefers to use to commuicate with others for children aged 3 and over at 31 March 20XX. 80 = the information was not applicable to the child&#039;s age group on 31 March 20XX.

LANGUAGE

The local authority reference number which is responsible for providing, arranging, or making direct care and support to children or young carers on 31 March 20XX.

LOCAL_AUTHORITY_CODE

This is a true/false field indicating whether the child was looked after on 31 March 20XX. Looked after children are defined as having a care and support plan and appear in the linked LACW database, a subset of the population within CRSC. 1 = True; 0 = False.

LOOKED_AFTER_CHILD

A true/false field indicating whether the parenting issue of domestic abuse was present on 31 March 20XX. Counted as true if one or more of the child&acirc;&euro;&trade;s parents or carers has domestic abuse problems. Domestic abuse is physical, sexual, psychological or financial intimidation, violence or threats of violence that take place within an intimate or family-type relationship and that form a pattern of coercive and controlling behaviour. This can include forced marriage and so-called &acirc;&euro;&tilde;honour crimes&acirc;&euro;&trade;. 1 = True; 0 = False.

PARENTING_CAPACITY_DOMESTIC_ABUSE

A true/false field indicating whether the parenting issue of parental learning disabilities was present on 31 March 20XX. Counted as true if one or more of the child&acirc;&euro;&trade;s parents or carers has domestic abuse problems. Counted as true if one or more of the parents or carers has an impairment of intellectual function that significantly affects their development and leads to difficulties in understanding and using information, learning new skills and managing to live independently. 1 = True; 0 = False.

PARENTING_CAPACITY_LEARNING_DISABILITIES

A true/false field indicating whether the parenting issue of parental mental ill health was present on 31 March 20XX. Counted as true if one or more of the parents or carers has a mental health problem. Include mental health problems diagnosed by a medical practitioner; self reported problems; and parents receiving services from the Community Mental Health Team. Include depression; self harming; and eating disorders. Exclude substance misuse, and Autistic Spectrum disorders and other learning disabilities. 1 = True; 0 = False.

PARENTING_CAPACITY_MENTAL_ILL_HEALTH

A true/false field indicating whether the parenting issue of parental physical ill health was present on 31 March 20XX. Counted as true if one or more of the child&acirc;&euro;&trade;s parents or carers has physical health problems that impair their ability to care for the child. 1 = True; 0 = False.

PARENTING_CAPACITY_PHYSICAL_ILL_HEALTH

A true/false field indicating whether the parenting issue of parental substance/alcohol misuse was present on 31 March 20XX. Counted as true if one or more of the parents or carers has a substance misuse problem. See HEALTH_SUBSTANCE_MISUSE for definition of substance misuse. 1 = True; 0 = False.

PARENTING_CAPACITY_SUBSTANCE_ALCOHOL_MISUSE

The census year (covers a fiscal year, 20XX/XX) in which a child receives care and support as of 31 March 20XX. Care and support plans must have been in place for the previous 3 months i.e. on or before 1 January and remained at 31 March.

YEAR_CODE

A true/false field indicating whether the child had a plan either in place or being developed with the Youth Offending Team on 31 March 20XX. This is for children aged 10 or over on 31 March 20XX. 1 = True; 0 = False; 80 = information is not applicable.

YOUTH_OFFENDING

Anonymised Linking Field (ALF). This is the encrypted person identifier for linking across SAIL Databank datasets. The NHS number is not used to assign an ALF in the CRCS census data. Instead the Unique Pupil Number (UPN) is used to access the child&#039;s name and address to match a child to an ALF using a trusted third party (Digital Health and Care Wales). A UPN is automatically allocated to each child in maintained nursery or primary schools, therefore children may have a UPN from age of 2 or 3 onwards.

ALF_PE

Demographic data relating to the pupil ALF (Anonymous Linkage Field). For linkage between views, use CHILD_CODE_E and LOCAL_AUTHORITY_CODE, as the child identifier is only unique within a local authority.

PUPIL_ALF

Anonymised Linked Field Match Percentage. This number is a match % score from probabalistic matching, when joining together anonymised data. This linkage process consists of matching against the Welsh Demographic Service by NHS number, where a valid number exists, and where there is no valid number then matching is attempted using first name, surname, date of birth, and postcode. This is an artificial score with no real-world meaning; i.e. a match of .99 does not mean there is a 99% chance the match is correct. This number is assigned when deriving the Encrypted Anonymised Linking Field.

ALF_MTCH_PCT

Anonymised Linked Field Status Code. This is assigned when deriving the Encrypted Anonymised Linking Field.

This is the sex (gender) of the child. 1 = Male; 2 = Female; 3 = Non-binary; 4 = Not known.

GNDR_CD

The code for the 2011 Local Super Output Area [LSOA] of residence; this is a code created and maintained by Office for National Statistics. Not to be confused with LSOA name or other LSOA fields. This is not necessarily the LSOA that a child resided in when interacting with social services and is more likely to be the LSOA of their most recent residence. For children looked after in foster or residential care this may be the address of their placement.

Project encrypted reference number. Note, this is not the same as the SYSTEM_ID_PE in LACW, instead CHILD_CODE_PE and LOCAL_AUTHORITY_CODE should be used to link to LACW SYSTEM_ID_PE and LOCAL_AUTHORITY_CODE.

SYSTEM_ID_PE

The date of the Monday that occurs prior, or on, the actual date of birth. If the exact date is not known, an approximate date of birth is used based on the child&#039;s estimated age at date of referral.
