Description:
The prisoner dataset extracts from the Prison National Offender Management Information System (p-NOMIS) and the Offender Assessment System (OASys), operational databases used in prisons for the management of offenders. Tables: NOMIS - One record per prisoner per custodial journey (i.e. each separate instance that a person was in prison during the period, but combining connected spells in custody, remand and recalls) providing details around their personal characteristics, main offence, sentence length, and release information. OASys - One record per prisoner per assessment (prisoners may have more than one assessment per custodial journey). The OASys data only includes OASys records that have been linked to an offender in the NOMIS dataset. Safety in Custody - One record per prisoner per incident

The person identifiers in the original data (offender_id and offender_id_display) are known to be unreliable and do not consistently and comprehensively allow the same offender (person) to be identified across distinct prison terms. While prison staff make an attempt to connect records to previous incarcerations at reception, many links are missed, and sometimes records are connected erroneously. The estimated_offender_id has been assigned by Data First using a statistical model and the open source splink software. This allows data users to see which individuals have re-entered prisons on multiple occasions. Identifiable personal information used to derive estimated_offender_id is not shared and hashes are created for other IDs that appear outside of this dataset. Young Offenders are included if resident at prisons or Young Offender Institutes (YOIs) that use p-NOMIS.
