Benefits and Income data from 2011 to 2016 has been linked to 2011 Census to enable more in-depth analyses of both sources. Benefits and income data are an annual aggregation of Department for Work and Pensions (DWP) benefit systems and HM Revenue and Customs Pay as You Earn (HMRC PAYE) income data and it is formed from seven individual datasets supplied to ONS:
• Child Benefits (CB)
• Personal Independence Payment (PIP)
• Universal Credit (UC)
• Single Housing Benefit Extract (SHBE)
• National Benefits Dataset (NBD)
• Tax Credits (TC)
• Pay As You Earn (PAYE)
2011 Census meanwhile includes an abundance of information on the characteristics of individuals and the households they occupy. 2011 Census linked to Benefits and Income allows permanent (ethnicity, nationality, formal education), semi-permanent (disability, number and age of children, marital status) and transient variables (household characteristics) to be analysed alongside benefits and tax credit claim information from 2011 to 2016, allowing for an increased depth and breadth of possible research avenues on the labour market and beyond. Note that, given missingness within the data, the fullest coverage of the 2011 CBI dataset spans from 2011 to 2015.
A banded income variable (INCOME_BAND_PAYE) also provides an estimate of individual gross nominal annual estimated income from an individual’s annual pay amount, personal tax credit amount, weekly claim amount and weekly housing benefit entitlement for the tax year 2013 to 2014.
